Container terminals, gate by gate
Demurrage invoices are written one level below the port. The terminal decides when the gate opens, whose storage tariff runs, and when the carrier’s clock hands over to the terminal’s. This directory covers 10 US and Canadian gateways and the terminals inside them.
Los Angeles / Long Beach
USLAX · United StatesThe San Pedro Bay complex runs twelve container terminals under two port authorities. Appointment scarcity, not vessel delay, is the leading cause of demurrage here, and a day with no available dual-transaction slot is not merchant-caused under the FMC rule.

New York / New Jersey
USNYC · United StatesCarrier demurrage and Port Authority terminal storage run on different schedules at every NY/NJ terminal. Paying both for the same day is the single most common overcharge in this gateway.

Savannah
USSAV · United StatesGeorgia Ports Authority operates Savannah as one very large terminal rather than a set of competing operators, so storage is a single published tariff and disputes usually turn on chassis supply rather than gate access.
Houston
USHOU · United StatesPort Houston runs two container terminals. Weekend gates are limited and empty-return depot rotation changes weekly — a refused empty return stops the detention clock at the tender timestamp if you keep the rejection.
Norfolk / Hampton Roads
USORF · United StatesThe Port of Virginia operates its terminals as one system with a shared reservation platform, so appointment evidence is unusually good here — which makes congestion-based reversals easier to prove.
Charleston
USCHS · United StatesSouth Carolina Ports grants free time per bill of lading, so split deliveries across terminals can burn free time faster than the booking suggests.
Seattle / Tacoma
USSEA · United StatesThe Northwest Seaport Alliance publishes terminal free time separately from the carrier tariff, and rail-bound boxes switch from demurrage to a rail storage tariff at the ramp — a frequent mis-billing.
Vancouver
CAVAN · CanadaRail dwell dominates Vancouver. Before disputing anything, confirm whether the clock running is the carrier tariff or the terminal storage tariff — the defences are different.
Prince Rupert
CAPRR · CanadaPrince Rupert is an almost purely intermodal gateway: nearly every import box leaves by CN rail, so storage exposure is concentrated at the inland ramp rather than at the quay.
Montreal
CAMTR · CanadaMontreal filings commonly count working days, excluding weekends and Quebec statutory holidays. Winter operations regularly justify a free-time extension — but it has to be requested before the free period lapses.
